Our History
Carmack Insurance Group began in 1937 when Edwin E. Stoffer opened the Stoffer Insurance Agency in historic downtown Frederick, Maryland. Charles S.V. Sanner joined Mr. Stoffer in 1955, and that year the firm was incorporated as Stoffer-Sanner Insurance. Many of the insurance companies we represent today have been with us since those early years. In 1978, Mr. Sanner passed away and Marion Carmack, who began as an agent with Stoffer-Sanner in 1961, purchased the agency and has served as CEO since then. His son, Robert S. Carmack, who joined the company in 1975, has served as President since 1996. In 2004 Stoffer-Sanner Insurance Agency's name was change to Carmack Insurance Group. Charles S.V. Sanner (left), Edwin E. Our Leadership
Marion D. Carmack, Jr., COB
Born and raised in Frederick, Marion Carmack has spent all except four years of his life in this community. He started his career working with Prudential Insurance, serving as a manager in Baltimore from 1957-61. In 1961, he joined Stoffer-Sanner as an agent and was promoted to vice president in 1964. In 1978, Marion purchased the firm and took over the reins as President and CEO, and he continues to serve as Chairman of the Board and community today.
A man with an exceptional commitment to his industry, he has served as president of the Life Underwriters Association of Frederick County, and the Frederick County Independent Agents Association. A past board member of the Continental Insurance Company Circle Agent Advisory Board, Marion is also a four-time member of State Auto's Inner Circle Board. He is also a member of the Professional Insurance Agents Association and the Life Underwriters Training Council.
Marion is active in a number of civic and fraternal organizations, holding leadership positions with the Sons of American Revolution and the Lions Club, and serving as a trustee of the Community Foundation. Marion is the proud father of four children, enjoys his eleven grandchildren and two great grandchildren.
Robert S. Carmack, President
Robert Carmack is a lifelong resident of Frederick. He studied business at Frederick Community College before becoming a life insurance agent with Prudential in 1974. In 1975, he came on board with Stoffer-Sanner as an agent, and by 1980 had earned the title of vice president. Bob has been a driving force in CIG's growth, helping the agency triple in size and expanding our accounts to include eight states outside of Maryland. Since 1996, he has served as President and CEO of the company.
Bob is active in a number of professional associations. He has served as president of the Frederick County Independent Agents Association and the Life Underwriters Association of Frederick County. He is a past president of Montgomery Mutual Insurance Company Agents Advisory Board (HERRAC) and a five time member of State Auto's Inner Circle. He is also a member of the Professional Insurance Agents Association and the Life Underwriters Training Council.
An active community volunteer, Bob has served on the boards of the Gale House, American Cancer Society, United Way and the Cloverhill Swim Club. Bob resides in Frederick County with his wife, Linda Soll Carmack, and their three children.
Richard N. Loose, Vice President
A principal of the firm and vice president since 1998, Rick Loose has been with Carmack Insurance Group since 1983. A Pennsylvania native, he grew up in Cleona, and later served in the U.S. Air Force in Viet Nam. He was employed by the Federal Aviation Administration for 12 years, and in 1977, he earned a BS in Business Administration from Shepherd College. Rick holds insurance licenses in property/casualty as well as life and health. He has taken numerous insurance courses and has special expertise in the area of risk management.
Over the years, Rick has held numerous positions in both professional and civic organizations. An active conservationist, he is a member of Mid-Atlantic Fly Fishers Council, the Fly Fishers Federation and Trout Unlimited. A dedicated fly fisherman and fly tier, he teaches both through local schools and organizations. Rick lives in Frederick with his wife, Marita Stup Loose, public information officer for Frederick County Public Schools, and their daughter, Cara.
